Contains a group of Populations, which may describe an ordered or hierarchical relationship structure. Specifies the purpose of the group, a name, label, and description, its relationship to a specific universe, population, or concept, and its member Populations and nested PopulationGroups. Used primarily for organizational and management purposes.
